New Regulation on Accessing Certain Pension and Benefit Payment Services Through a USS Representative and Ensuring Access to Minimum Banking Services
September 29, 2026
Dear Citizens,
We would like to inform you about the newly established regulation concerning the utilization of specific services defined for the payment of pensions and benefits through a representative of the Unified Social Service, and ensuring access to minimum banking services.
A pensioner or beneficiary who is unable to act independently during the pension payment process (including through a power of attorney) may, through a designated representative of the Unified Social Service:
• Acquire the rights of a bank client;
• Conclude a bank account agreement on behalf of the beneficiary;
• Access and utilize essential banking services.
To avail of this procedure, citizens may submit an application to the Service in writing, via a telephone call, or through a designated third party, explicitly specifying the required service.
Through the representative of the Service, the pensioner may also submit any pension-related application in cases where legislation mandates personal submission, yet the pensioner is unable to fulfill this requirement through independent actions.
In such instances, the function of submitting the application to the Service in accordance with the prescribed procedure shall be executed by the relevant staff of the regional centers through on-site visits to the pensioner's residence or current location.
