The program may be accessed by: persons forcibly displaced from Nagorno-Karabakh in 2023 who are not engaged in any type of activity in the Republic of Armenia defined by Article 5 of the Law "On Employment" and have not been registered as tax-paying employees during the last 1 month.

The program consists of 3 components:

1. Vocational Training and Employment Placement - A contract on organizing the training is concluded between the territorial center, the employer, and the beneficiary. The beneficiary is enrolled in a training course conducted for a duration of up to 6 months and receives a tuition fee reimbursement in the maximum amount of 50,000 AMD per month, as well as a stipend in the amount of 50,000 AMD. Following this, for a period of 3 months (on a monthly basis), the employer is provided with a sum in the maximum amount of 50,000 AMD to reimburse the income tax and other mandatory fees of the beneficiary.

2. Acquisition of Work Experience and Employment Placement - A contract on organizing the process of acquiring work experience is concluded between the territorial center, the employer, and the beneficiary, following which a separate employment contract is signed with the beneficiary. The employer organizes the process of acquiring work experience for the beneficiary at their workplace for a duration of 3 months, during which the employer is provided with a monthly reimbursement in the amount of 165,000 AMD for the payment of the beneficiary's salary. Following this, for another 3 months (on a monthly basis), the employer is provided with a sum in the amount of 50,000 AMD to reimburse the taxes and other mandatory fees calculated from the beneficiary's salary.

3. Vocational Training, Acquisition of Work Experience, and Employment Placement - A contract is concluded between the territorial center, the employer, and the beneficiary. The beneficiary is enrolled in a training course conducted for a duration of up to 6 months, receiving a maximum of 50,000 AMD as tuition fee reimbursement and an additional 50,000 AMD as a stipend. Thereafter, an employment contract is signed between the employer and the beneficiary for a term of at least 6 months. The employer is provided with a reimbursement of 165,000 AMD monthly for a duration of 3 months for the payment of the beneficiary's salary. After completing the work experience at the employer's workplace, the latter is provided with support in the maximum amount of 50,000 AMD per month (for a duration not exceeding 3 months) to transfer taxes and other mandatory fees.
