The beneficiary is the family (including a single-person family) displaced from Karabakh after September 27, 2020.

The methods of support provision are:

1.  Purchase of an apartment, the right to purchase an apartment from a building under construction, or acquisition of an individual residential house;
2. Construction of an individual residential house.
   The availability of either a preferred option from the list of reusable model design and cost-estimation documents for the construction of individual residential houses, or design and cost-estimation documents developed by a licensed organization, peer-reviewed in accordance with the established procedure, and approved by the Urban Development Committee of the Republic of Armenia, is required.
3. Repayment of the principal amount of an active mortgage loan
   Families possessing an active mortgage loan as of July 1, 2025, may benefit from the 3rd method of support, provided that their acquired property's:

• price does not exceed 55 million AMD
• residential area per each member of the beneficiary family is not less than 12 square meters
• ownership right is registered under the names of all members of the beneficiary family

The value of the certificates per one family member amounts to:
5 million AMD, if the house/apartment is acquired or constructed in any of the 242 urban and rural settlements (Appendix 1);
4 million AMD, if the house/apartment is acquired or constructed in all remaining settlements, except for the 1st and 2nd zones of Yerevan;
2 million AMD, if the beneficiary possesses an active mortgage as of May 16, 2024, with the exception of property located in the 1st and 2nd zones of Yerevan.

The Applicant shall submit an electronic application-declaration on the housing.socservice.am platform until December 31, 2027, specifying:

1. the first name, last name, middle name, series and number of the identification document, or the public services number of the family member (members);
2. the email address and mobile phone number;
3. the address of the actual place of residence, and the preferred method of support.

The electronic platform for online applications of the program is closed for submitting new applications.
The deadline for the realization of certificates issued within the framework of the program has been established as July 1, 2026.
The certificate is subject to modification through the relevant software:

• before residing in Karabakh, a certificate regarding any member of the family having a registration in the city of Yerevan has been submitted by the beneficiary
• in the event of the death of any family member included in the certificate, on the basis of the death certificate,
• on the basis of an application regarding any family member waiving their share of the certificate

In the event of any of the aforementioned grounds, it is required to submit a written application to any territorial center of the Unified Social Service.
