Assessment of Person's Functioning
The procedure for conducting a person's functionality assessment is approved by Decision No. 1180-N of the Government of the Republic of Armenia dated July 28, 2022 "On Approving the Procedure for a Person's Functionality Assessment".
The human functionality assessment is conducted by the committees assessing a person’s functionality (hereinafter referred to as the assessment committee), operating within the Unified Social Service of the Ministry of Labour and Welfare of the Republic of Armenia.
The assessment is conducted through the "e-disability" electronic system specifically introduced for this purpose.
If the person subject to assessment is unable to appear at the assessment venue, and this is specified in the application and medical documents, the assessment committee may conduct the assessment at the person's location, subject to the presence of any of the pathological conditions approved by Order No. 43-A/1 of the Minister of Labour and Social Affairs of the Republic of Armenia dated April 21, 2025.
Individual Service Plan (ISP)
In the event of a persistent impairment of body functions resulting from a disease or injury, the relevant medical organization, after conducting the necessary diagnostic, therapeutic, and rehabilitative measures, and in the case of diseases requiring prolonged treatment—during the course of treatment (however, not earlier than 3 months from the commencement of the treatment, with the exception of diseases with no prospect of recovery), shall refer the person for a functionality assessment.
When the medical or military-medical documents do not contain facts confirming a causal link, or data regarding the cause of the onset of disability is absent, the causal link of disability shall be determined as a general disease (with the exception of persons displaced from Karabakh and citizens of the Republic of Armenia who sustained injuries or wounds in Karabakh).
